Method
1. Cook the rice according to the package instructions and keep it warm.
2. Heat oil in a frying pan over medium heat. Add garlic and chili, frying until fragrant.
3. Add the minced beef, breaking it apart with a spoon. Cook until browned.
4. Stir in brown sugar, soy sauce, and fish sauce. Let it cook for a few minutes until the sauce thickens.
5. Serve the beef over rice, garnished with spring onions and fresh herbs.
