Method

1. Begin by soaking the dried seaweed in water for about 10 minutes.
2. Drain the seaweed and squeeze out excess water.
3. In a bowl, combine garlic, soy sauce, rice vinegar, sesame oil, and sugar. Mix well.
4. Add the seaweed, carrot, green onion, and sesame seeds to the bowl. Toss to coat everything evenly.
5. If desired, sprinkle chili flakes on top for extra spice. Serve chilled or at room temperature.
