Method
1. Begin by cutting the cauliflower into smaller florets.
2. In a large pot, bring the vegetable broth to a boil and add the cauliflower. Cook until tender, which should take about 10 minutes.
3. Drain the cauliflower and return it to the pot. Stir in the minced garlic, butter, salt, and pepper.
4. Mash the mixture with a potato masher or a fork until smooth. Mix in the cream cheese and Parmesan cheese.
5. Serve hot, and top with chopped chives and extra butter, if desired.
